I support the efforts of the 14-year-old boy who wants to double the fine for a motorist who is using a "telephone" when pulled over by the police for a traffic violation. Use of a hand-held microphone in any radio service while driving, whether a cell phone, ham radio, business radio, or a CB set, increases the risk of an accident. Many calls are unnecessary. If a call is necessary while driving, pull off the road and park to use the radio.
