While reading the West Central Tribune, I came across the article, "Humane Society of Swift County focuses on spay-neuter grant program."

Although the program will probably help the pet population issues, I do not believe this program is being regulated enough. If there are no restrictions to who can take advantage of this program, then it will just be abused by those who do not need the help.

This will cause the grant to run out, and we cannot keep giving money to feed and take care of animals when there are people in our country who cannot afford to eat. I am not opposed to some money going to the Humane Society, but the Humane Society needs to be able to control how the money is being spent so they will be able to help as many animals as possible.
