WILLMAR -- The Willmar Police Department has issued a news release to inform the public that a Level Three sex offender will move to Willmar next week.

Lee Rolland Rudolph, 39, will be moving Monday to the 300 block of 10th Street Southwest.
The state Department of Corrections classifies a Level Three sex offender as having the highest risk to reoffend. According to the release, Rudolph has a history of sexual contact with juvenile female victims who were known to him. The sexual contact has included penetration, and he has gained compliance through use of force. In one instance, Rudolph provided a victim with alcohol and marijuana prior to contact.
Rudolph is a white man, 5 feet, 9 inches tall, weighing 260 pounds. He has a medium complexion, brown hair and hazel eyes.
Rudolph is not wanted by the police has has completed his sentence, according to the news release. The Willmar Police Department may not control where he lives, works or goes to school. Rudolph is under strict monitoring by probation.
Convicted sexual or predatory offenders have always been released to live in the state’s communities, according to the release. The public is better informed about them in recent years because state law now requires registration and notification, allowing law enforcement to track their movements.
