WILLMAR -- The Willmar City Council has approved a change order in the loan agreement with the Public Facilities Authority for decommissioning old wastewater facilities.
The change order will separate the decommissioning work into two phases: decommissioning the old wastewater treatment plant, and decommissioning two sewer system lift stations that are no longer needed.
The old wastewater plant is no longer treating industrial and municipal waste and the structures will be demolished.
All waste is now flowing and being treated at the new plant, said Doug Reese, mayor pro tempore, at the council's meeting Monday night. The new plant is located five miles west of Willmar.
The two lift stations that will be decommissioned are located near Arby's on South First Street and in the 2200 block of 21st Street Southwest in the Ortenblad Addition.

According to Donohue and Associates, the wastewater project consultant, decommissioning the lift stations includes installing a gravity connection from the Ortenblad lift station to the southern interceptor. The interceptor carries municipal waste to the new treatment plant.
In other business the council:
- Approved a request from Craig Leis to rezone his property at 1950 19th Ave. S.W. from R-2 (one- and two-family residential) to LB (limited business) for a proposed buyer to operate a law office in the commercial portion of the building and to live in the residential portion of the home. The rezoning was approved by the Planning Commission. No one spoke during a council hearing held to consider the request.
- Voted to authorize the Police Department to again participate with other area law enforcement agencies in the Safe and Sober Program, which allows for a concentrated effort toward traffic safety, and to apply for a $30,000 grant to pay for costs.
- Voted to accept $4,900 from the Minnesota Board of Firefighter Training and Education for firefighter training. Eligible training courses are planned to be completed by June 2011.
- Approved the final plat of Cambridge Second Addition, a multi-family project proposed by KLC of Willmar and located south of Oxford Drive Southeast and west of 15th Street Southeast.
- Approved election judges for the Nov. 2 general election.
- Certified $5,330 in unpaid municipal utility charges as liens on property where the charges are not paid. The Municipal Utilities Commission offered a hearing on Sept. 27 for property owners to object to the charges, but the commission received no requests for appearance.
