Memo clarifies ownership of items at Senior Citizens Center

WILLMAR -- The city is proposing to resolve ownership issues involving some of the equipment at the Willmar Senior Citizens Center.

The ownership issues would be resolved in a memorandum of understanding between the city and the Senior Citizens Club, which owns the dishwasher, large coffee pot and other equipment.

The memorandum, approved Monday evening by the City Council's Finance Committee, also has the support of the Senior Citizens Club. Approval of the memorandum was recommended by City Administrator Michael Schmit.

In exchange for relinquishing control and ownership of the items, the club will no longer be required to make an annual donation of rent to cover the costs of operating the center, the memorandum states.

Any future donations of equipment, furniture and other items will require approval of the Senior Center coordinator and will become the property of the city, according to the memorandum.

The discussion about the city's taking ownership of various items at the center began when the club asked the city to buy the dishwasher.

Use of the dishwasher and other equipment "can be confusing,'' according to LeAnne Freeman, recreation supervisor and Senior Center coordinator.

The committee's recommendation will be considered by the council on Monday night.

In other business, the committee:

- Approved the price quotation of $32,977 from Duininck Bros. Inc. of Prinsburg for construction of a path overlay project at Robbins Island.

- Re-appropriated $4,000 in unspent funds from the 2006 capital outlay program to the 2007 capital outlay program to pay for a roofing project at the Guri Shelter at Robbins Island. Rick E. Carlson Construction of Willmar submitted the low estimate of $3,560 for the project.

- Declared deferred special assessments totaling $7,630 are now due and payable for the property at 725 Mary Ave. S.E. State law lets local governments defer special assessments to property owners 65 years of age or older or retired by virtue of a permanent and total disability. The council deferred the assessments in 1999. The owners have since passed away.

- Approved Kandiyohi County's certification of four parcels of land in the city as tax forfeited property.

- Approved a request by Police Chief Jim Kulset for tuition of $3,600 to the Northwestern School of Police Staff and Command for Sgt. Julie Asmus.

- Voted to amend the 2007 police department overtime budget by an increase of $6,720 to cover the cost of overtime for the Safe and Sober program. The cost was covered by a state grant.
