Montevideo man arraigned on two felony drug and theft charges

Unconditional bail was set at $300,000, with conditional bail at $200,000, provided that Torres consume no alcohol or drugs and submit to random testing and electronic home monitoring.

The charges, for attempting to sell 1 ounce of cocaine to a CEE-VI Drug Task Force informant, and stealing the $1,200 he was given for the drugs, are the 13th and 14th felonies Torres is charged with in Kandiyohi County.

Torres is scheduled for omnibus hearings today on 12 felony drug sale and conspiracy charges for dealing cocaine to a CEE-VI confidential informant on eight different occasions between May 8 and June 27. He is one of three men facing multiple felony charges for cocaine dealing. The others are Refugio Acevedo Cazares, 49, and Eliseo Castin, 32, both of Willmar. Castin is also known as Baldemar Malagon.

According to the complaint, CEE-VI agents and a confidential reliable informant arranged the purchase of 1 ounce of cocaine from Torres on Aug. 3.

The informant was given $1,200 in task force funds and met Torres at a predetermined location. Torres took the money from the informant and then traveled around town to meet his supplier, get the drugs and then return to meet the informant.

He did not provide the drugs, the informant later told agents, because the supplier was being raided by police. Torres reportedly told the informant to get out of town because they were being followed, and that he didn't have any of the money because he gave it to his supplier.

In a subsequent traffic stop by Willmar police, officers discovered $800 of task force funds on Torres' person during a search.

Torres' next appearance on the new charges is Nov. 19.
