Fannin was charged in October after police were called to an apartment in northwest Willmar. Officers previously had been dispatched to the same residence for a property exchange between a couple who had recently ended their relationship.
When officers arrived, they heard loud arguing. A man who was participating in a ride-along with officers looked through a window and saw a man, later identified as Fannin, on top of a woman on the couch. The woman told officers he had choked her and had assaulted her in the past.
* Guadalupe Matias Ramos, 19, of Olivia, has pleaded guilty to a felony fifth-degree controlled substance crime.
A petty misdemeanor charge of possession of a small amount of marijuana was dismissed in the plea agreement.

After entering his plea, Ramos was released on his personal recognizance and ordered to cooperate with a presentence investigation and to abstain from alcohol.
Ramos and a juvenile were arrested by Kandiyohi County reserve officers Aug. 9 at the county fairgrounds. The officers observed Ramos and the juvenile drop items into the grass after they saw the officers.
