WILLMAR -- A 20-year-old Owatonna man made his first appearance Thursday in Kandiyohi County District Court on eight felony drug sale charges for his role in allegedly selling LSD-laced candy, narcotic pills and marijuana to a confidential informant and a CEE-VI Drug Task Force agent.
Jarrett Zachary Galvin faces two second-degree, two fourth-degree and four fifth-degree drug sale charges. Unconditional bail is $100,000. His next appearance is scheduled May 24.
Galvin is one of three men charged in connection with the alleged sales in October, November and March.
L.W. Rashawn Frost, 21, of Willmar, failed to appear Thursday on two fifth-degree drug sale charges. A warrant was issued for his arrest.
Anthony Carl Brouillette, 21, of St. Michael, is charged with two second-degree, four fourth-degree and one fifth-degree sale charges. His first appearance is Thursday.

According to the complaint, a drug task force informant, who said he'd previously bought marijuana from Frost, met Frost on Oct. 9 at a street corner in Willmar.
From there, the men went into a home, where Frost introduced the informant to Galvin, who allegedly sold him 3.8 grams of marijuana.
The informant identified both the men by their driver's license photos.
The informant allegedly purchased 8.9 grams of marijuana from Galvin at a First Street business on Oct. 13 and the agent allegedly bought 7.4 grams of marijuana from him at the same location on Oct. 22.
The agent allegedly arranged the purchase of five LSD candy drops with Galvin and then purchased the drugs from Brouillette on Nov. 3 at another First Street business. The drops were sent to the state Bureau of Criminal Apprehension for analysis and were 13.525 grams in weight and positive as LSD, a Schedule I narcotic. On the same day, the agent also allegedly purchased 20 Adderall pills from Brouillette.
According to the complaint against Brouillette, the agent purchased three Adderall pills and 33.4 grams of marijuana from him on March 4 in Willmar.
