WILLMAR -- A case of theft was reported around 1:15 p.m. Monday along the 1400 block of Dana Drive Southeast. The caller reported an unauthorized charge on their credit card.

- James Randall Garske, 23, of St. Paul, made his first appearance Monday on a felony charge of terroristic threats for allegedly threatening to stab a woman during a domestic incident.
Unconditional bail was set at $20,000. His next appearance is Feb. 17.
Garske is also charged with a misdemeanor for domestic assault.

According to the complaint, a Willmar Police officer was called around 4 p.m. Saturday to Ed's Service Center. A tow truck driver had picked up a woman who was stranded in the street. The woman was bleeding from her mouth and a cut above her eye and was transported to Rice Memorial Hospital for treatment. At the hospital, she said Garske, her boyfriend, had just gotten out of prison and was staying with her in Willmar. They had argued and he threatened to stab her and had repeatedly hit her in the face with a closed fist. She said he had been drinking and using cough and cold medicine to get high. Another officer located the knife allegedly used in the threatening and a witness confirmed the argument between the couple.
- Vianey Garcia, 24, of Willmar, was sentenced Monday to 15 months in prison, which was stayed, 83 days in jail, a $50 fine and five years of probation on two felony charges of wrongfully obtaining assistance and perjury.
As part of a plea agreement, the wrongfully obtaining assistance charge was lowered to a lower level felony and seven other felony charges for perjury and aggravated forgery were dismissed. Garcia was also ordered to pay $6,169.79 in restitution.
The charges were filed after an investigation showed Garcia applied for and received public assistance, claiming she did not have a job while she was actually working at Jennie-O Foods under the name Laura Alvarez. Garcia wrongfully received $6,169.79 from May 2003 to January 2007. The perjury and forgery charges stem from signing government documents that she knew contained inaccurate information.
- Brett Leslie Delp, 41, of Willmar, pleaded guilty and was sentenced Monday on a misdemeanor theft charge for taking brake drums from property in Green Lake Township.
He was sentenced to 30 days in jail, which was stayed, a $200 fine and six months of probation. He was also ordered to pay $327.77 in restitution.
As part of a plea agreement, a felony charge of burglary and misdemeanor charge of receiving stolen property were dismissed.
The charges were filed after the owner of the property reported the theft of five large, steel brake drums. Some had been outside a barn on the property, and others had been inside. The tenant living on the land said Delp had been on the property several weeks earlier and had asked if he could take the drums and sell them for scrap. The tenant said she told him he could not because they did not belong to her.

Authorities checked the records and videotape of Phillips Recycling of Willmar. The records and the tape indicated that Delp had been there on Aug. 13 with the five drums. He received $64.62 for them.
