Arrests
WILLMAR -- Two people were arrested, and warnings and citations were issued to nine others after Willmar Police were called at 3 a.m. Sunday to a loud party at an apartment on Willmar's north side.
The tenant, a 19-year-old man, was arrested on an outstanding warrant from Douglas County and given a warning for violating the city's noise ordinance. A 19-year-old man from Osakis also was arrested for underage drinking and violating the noise ordinance.
Police cited five people -- two women and three men -- for underage drinking and issued warnings to four others for noise violations.
Fires

WILLMAR -- Boxes in a basement caught fire Sunday afternoon at a Willmar home, but the homeowner was able to put out the blaze before the Willmar Fire Department arrived.
The fire was reported in the 200 block of Manila Avenue.
Thefts
KANDIYOHI -- The Kandiyohi County Sheriff's Department is investigating the burglary of a machine shed at a farm north of Kandiyohi. The break-in was reported Saturday morning.
SPICER -- A rural Spicer home was burglarized and a big-screen TV, lawn mower, refrigerator and other items were stolen. The break-in was reported Friday to the Kandiyohi County Sheriff's Department.
SPICER -- A storage unit at Mike's Dock and Yard was broken into and several items were taken from a boat. The theft was reported Friday by the boat's owners, who are from Apple Valley.
WILLMAR -- A resident of Eau Claire, Wis., reported the theft of a 2005 blue Toyota Scion early Sunday morning from the parking lot of the Kandi Entertainment Center.
