Fraud

WILLMAR -- Fraudulent charges on a credit card were reported around 5:30 p.m. Thursday along the 1200 block of 17th Street Southwest.

WILLMAR -- Fraudulent charges on a credit card were reported around 10:25 a.m. Thursday along the 1100 block of Florence Lane Southwest.

Theft

WILLMAR -- The theft of a laptop was reported around 10 a.m. Friday at the Willmar Senior High School, 2701 30th St. N.E.

Property damage

WILLMAR -- Spray-paint graffiti was reported around 10:20 a.m. Thursday at JC Penney, 1605 First St. S.

WILLMAR -- Slashed tires were reported around 7:45 a.m. Friday along the 2100 block of 24th Street Southwest.

Burglary

WILLMAR -- A burglary was reported around 7 a.m. Friday at the Kandiyohi County Recycling Center, 1400 22nd St. S.W. Someone had entered the building, broke into a safe and took an unknown amount of money.

Explosive device

WILLMAR -- Police received a report around 11:15 a.m. Thursday that a 14-year-old male had set off a "MacGyver" bomb on the east side of the Willmar Middle School sometime after school on Tuesday.

District Court

Kandiyohi County

- Ramiro Martinez, 32, of Willmar, made his first appearance Thursday on a felony charge of fourth-degree assault of a peace officer for allegedly spitting on the face of Willmar officer.

Unconditional bail was set at $10,000. Conditional bail was allowed on his personal recognizance, provided he have no contact with the officer outside of the officer's police duties.

Martinez makes his next appearance on Oct. 5. He also faces a misdemeanor charge of disorderly conduct.

According to the complaint, a Willmar officer was called around 11:30 p.m. Aug. 28 to the Eagles Club for a fight call. The suspect had left the building, but the officer and other officers found him near the city auditorium. He was arrested and put into the back seat of a squad car, where he began spitting. When the officer turned to tell him not to spit, he spit on the officer's face. Officers investigated and found out Martinez had been drinking at the Eagles, attempted to fight with others, said some racial comments and threw a beer down the stairway when he was asked to leave.

- Anita Kay Anderson, 24, of Hawick, made her first appearance Thursday on two charges of aggravated forgery for allegedly forging the signatures of home care clients.

Unconditional bail was set at $5,000. Conditional bail was allowed on her personal recognizance, as long as she has no contact with Lake Region Home Healthcare or its employees.

Anderson also faces a misdemeanor charge of theft by swindle. Her next appearance is Oct. 5.

According to the complaint, on Aug. 4 a Kandiyohi County sheriff's detective began investigating a report that a home health employee had forged the names of clients on a timecard. The timecards filled out by Anderson showed she had been at the residence of two clients on July 20 and had provided care to both. Each had allegedly signed to verify the service was provided.

The two clients were interviewed, both said Anderson was not at their home that day and both said the signatures were not theirs. Anderson was interviewed, and initially denied the allegations, but later admitted she had overslept and was afraid of getting in trouble, so she forged the timesheets and names. Each client had been charged $54.29 for the services not received.

- Donald Lee Jones Jr., 33, of Benson, made his first appearance Thursday on a felony charge of issuing dishonored checks for allegedly writing seven insufficient funds checks for $506.86 to Cash Wise Foods in Willmar.

He was released on his personal recognizance and ordered to have no contact with Cash Wise Foods or store employees. His next appearance is Nov. 5.

According to the complaint, Jones wrote the seven checks between March 19 and 22. The checks were drawn on an account with First Security Bank, Benson. Loss prevention officers sent Jones a notice of non-payment, but received no payment. The bank closed the account in April.
