WILLMAR -- The organizer of the Rumble to Revy's motorcycle rally is facing criminal charges for issuing a bad check to pay for portable toilet services for the Atwater event.
Richard Paul Kragenbring, 45, of Atwater made his first appearance Oct. 26 in District Court in Kandiyohi County to face felony charges of theft and issuance of a dishonored check.
Kragenbring was conditionally released on his own recognizance by Judge Michael J. Thompson.
Charges were filed against Kragenbring after a July 15 incident when he allegedly wrote a check to Mini Biff LLC of Hutchinson that never cleared.
According to the complaint, the check for $1,300 was for payment of portable toilets used at Rumble to Revy's. The check initially bounced and Mini Biff made efforts to work out the payment with Kragenbring, the complaint states. However, Kragenbring allegedly failed to work with the company.

Further investigation by the Kandiyohi County Sheriff's Department discovered that Kragenbring had only $300 in his account when the check was issued. His next court date is scheduled for Jan. 4.
According to Tribune archives, financial questions in part led to the Kandiyohi County Board putting more stringent requirements on Kragenbring's conditional use permit for this year's rally and concert event, which took place the last weekend in July in an abandoned gravel pit south of Atwater.
County staff in March recommended rejecting his permit request because of past violations, including failure to pay the Kandiyohi County Sheriff's Department $2,610 in security charges for the 2005 event.
When the permit was eventually approved in April, several conditions were attached. Payment in advance for security was on requirement, as well as a requirement that the 2005 bill be paid by May 15.
This year's event was the ninth annual. It draws about 1,000 people, and rally-goers camp at the site.
