Spicer city engineer won't assist RV park developers

SPICER -- Without the full support of the Spicer City Council, City Engineer Randy Sabart said he opted not to serve as the utility engineer for developers who are building a recreational vehicle park west of town.

SPICER -- Without the full support of the Spicer City Council, City Engineer Randy Sabart said he opted not to serve as the utility engineer for developers who are building a recreational vehicle park west of town.

Dean Westre and Earl Rich, developers from Westrich LLC, had asked that the city's engineer oversee installation of the water and sewer lines to the 84-unit RV park, located on County Road 10 near Prairie Meadows Learning Center.

Sabart has provided similar services for other developments in Spicer.

During its meeting Wednesday, the council voted 3-2 to allow Sabart to do the work, with Westrich LLC reimbursing the city for Sabart's time, according to City Clerk LaNae Osmond.

Mayor Bill Taylor and council members Terry Holmquist and Troy Block voted in favor of the request. Council members Marlys Larsen and Ron Schneider voted against in.

Without the support of the full council, Sabart declined to do the work. Sabart is an engineer with Short Elliot Hendrickson of St. Cloud.

In other action the council:

- Heard an update from City Attorney Barry Darval about securing easements from two property owners in Progress Circle for a street improvement and storm water project.

- Had a first look at the proposed 2007 budget.

- Saw preliminary drawings for a new interpretive center that will house an airplane that crashed into Green Lake in 1958, killing the pilot. The plane sat at the bottom of the lake for 53 years before being raised from the water in 2004 year.

- Was informed that the council will see proposed design plans for improvements to downtown Spicer at their Aug. 23 meeting.

A public presentation will be at 7 p.m. Aug. 31 at the Dethlef Center.
