SPICER -- The Spicer City Council took action Wednesday to govern the transportation and use of paintball guns in the city limits.
According to the new ordinance, paintball guns may not be discharged from a motor vehicle and owners must abide by certain stipulations in order to transport the guns in a motor vehicle traveling in Spicer.
Those requirements, which were designed toward juveniles in motor vehicles, include unloading, plugging and casing of the paintball gun when transporting it.
The new ordinance also includes stipulations against firing a paintball gun into any of the city parks and roadways as well.
If the new ordinance is violated, the person would be charged with a petty misdemeanor and if convicted could be punished by a fine of up to $200. If a person violates the ordinance twice, the person could be charged with a misdemeanor and punished in accordance with state law.

Spicer's new ordinance was based on a Kandiyohi County ordinance that took aim at the same problem of motorists firing from their vehicles.
City Clerk LaNae Osmond said paintball guns have been an issue, especially during New London-Spicer High School's annual Homecoming week.
