WILLMAR -- Cecilio Garcia, 44, of Svea, was arraigned Monday on two felony counts of second-degree criminal sexual conduct for kissing and inappropriately touching a then 13-year-old girl.
Judge Donald M. Spilseth set unconditional bail at $50,000 for Garcia, who is also known as Cecilio Garcia Acevedo. Conditional release was set at $4,000 cash only, with conditions that Garcia have no contact with the alleged victim and be excluded from a rural Svea residence.
According to the complaint, a Kandiyohi County sheriff's deputy was dispatched to the home around 10:30 p.m. July 22. The deputy found Garcia and a woman, the mother of the girl, in the front yard. The woman had called the authorities directly when she found out the girl allegedly had been abused. The girl told deputies that Garcia had, on many occasions, kissed her with an open mouth and put his tongue in her mouth. She also said he grabbed her breasts under her clothing and put his mouth on her breasts. She said these things happened at the home and also at a lake near the home.
When deputies interviewed Garcia, he said he believed that the girl was angry with him because he wouldn't let her go out with friends. He denied sexual contact with her.
Further investigation revealed that for a period of time, Garcia rented a home on Ann Street in Willmar and that the girl visited the home and stayed overnight. Abuse allegedly occurred there also.

Garcia confirmed with deputies that he had previously been accused of criminal sexual conduct about 12 years ago. In March 1995, Kandiyohi County authorities investigated sexual abuse of a then 13-year-old girl who alleged he had been touching her breasts and vagina over her clothing since she was 4 or 5 years old.
His next court appearance is Oct. 8.
