WILLMAR -- The Willmar City Council will meet at 7 p.m. Monday in the council chambers at the Municipal Utilities Building, 700 Litchfield Ave. S.W.
Two public hearings are scheduled. During the first, the council will consider an ordinance to extend the city limits to annex 12.11 acres of land owned by Don and Carol Williamson, located east of 15th Street Southwest and south of Lakeland Drive. During the second hearing, the council will consider establishing a franchise fee on natural gas.
Public comments will be taken during the open forum.
The council will honor Willmar Police Sgt. Glenn Negen, who retired Oct. 12; will receive a presentation from the YMCA Youth in Government Program; and will receive recommendations from the Mayor's Housing Task Force.
The council will receive the reports from the Public Works/Safety Committee and the Community Development Committee.

In other business, the council:
- Will consider the final plat for a Municipal Utilities water pump station in the northwest part of town.
- Consider the preliminary plat of Fairacre Addition, a residential development proposed by Don and Carol Williamson.
- Consider the preliminary plat of ODP Addition to subdivide a parcel south of the Kandi Entertainment Center.
- Consider a request by Leo Martinez to rezone his property on East Becker Avenue from multiple residential to limited business.
- Consider revised right-of-way plats for the wastewater treatment plant interceptor sewer.
