WILLMAR -- The city of Willmar has declared a snow emergency starting at 1 a.m. Monday for the Central Business District. Any vehicles left on the affected streets will be towed at the owner's expense.
The area includes from First to Seventh streets and from Trott Avenue to the bypass. Citizens who normally park cars on the street are allowed to park in city parking lots. The emergency will expire at 5 a.m.
