Willmar, Minn., man arrested for 9th drunken driving charge, third felony

WILLMAR -- A 39-year-old Willmar man was arrested early Friday morning on felony charges of driving while impaired after he was stopped by a Willmar police officer.

WILLMAR -- A 39-year-old Willmar man was arrested early Friday morning on felony charges of driving while impaired after he was stopped by a Willmar police officer.

According to court records, Tracy Allen Rohloff has been convicted of driving while impaired eight times in the last 20 years, including felony convictions in September 2002 in Todd County and November 2006 in Kandiyohi County.

Rohloff's un-conditional bail was set at $100,000. He also faces misdemeanor charges for driving after revocation and uninsured vehicle. His next appearance in Kandiyohi County District Court is July 11.

According to the complaint, a Willmar police officer was informed by dispatch that Rohloff was drinking at the Green Mill Restaurant. Someone had reported that he was at the bar, what vehicle he had driven there and that he did not have a valid driver's license.

The officer found the car in the parking lot and verified through the state system that Rohloff did not have a valid driver's license. The officer also viewed his photo from the Department of Vehicle Services.

The same officer saw the vehicle while on patrol about 90 minutes later. The officer pulled beside the vehicle, saw Rohloff and stopped the vehicle. He allegedly admitted to driving without a valid license and having no insurance. The officer smelled alcohol and saw that Rohloff exhibited signs of alcohol consumption.

Rohloff was arrested and the Intoxilyzer test showed a blood alcohol level of 0.16 percent, double the threshold for DWI. He allegedly admitted to consuming 12 beers before driving.
