It was positive news this week when the city of Willmar announced a building permit had been issued to Kohl's Company to create two retail spaces from the old Kmart segment of the Kandi Mall in Willmar.

Both the public and the mall owners, RockStep Capital, were pleased to get some good retail news after a long string of closings for various reasons, including the bankruptcy and liquidation of Herberger's and its parent company.

"We are thrilled to have Kohl's open up a 40,000-square-foot store in the former Kmart building," said Andy Weiner, RockStep's chief executive officer.

So are Willmar residents.

"Great news," Tristin Pfeffer wrote on the West Central Tribune's Facebook page this.

"Welcome to Willmar, Kohl's," Mary Hovland also commented.

The initial building permit will divide the old Kmart space into two separate retail locations on the south end of the Kandi Mall. Rockstep officials hope the new Kohl's will open sometime in the fourth quarter of this year.

RockStep has had a positive impact since taking over ownership of the Willmar-based mall. First opened in 1973, the Kandi Mall has seen a significant shift in the retail properties market since being purchased by RockStep in 2015.

The mall ownership has continued to invest in its renovation project on the mall property and is seeking new businesses and alternative uses for the the site, including multi-uses from education and hospitality to government and medical offices.

The ownership has also invested in a new retail building, which houses Starbucks and Aspen Dental, plus played a role in forging an ownership change for the mall's six-screen movie theater to Reel-Lux Cinemas.

However, retail remains the primary focus for RockStep at the mall.

The Kohl's project is a positive step, which will bring a major national retailer back to the mall. The mall ownership is working to bring another major retail brand to the remaining half of the Kmart space.

A Kohl's opening will be a significant step to the redevelopment of Kandi Mall.
